Yes, it seems to me like if its PTB's fault. I know what you mean, it happens often.. =P
Actually I dont have any idea what the reason could be, but I think there is no reason, because this happens when the teams are fair and also when they are unfair, so.. =/

Yes, there are settings, but only one option to change the way PTB actually, I think the rest is for admins and the chat.. (Im not absolutely sure)

I found the settings: I was right, there is only one setting that could effect the switch-rate /..

With more aggressive transfers it transfers one player to the other team rather than just swithing 2 players.
This makes the losing team get one more player and the winning team 1 less.
The default setting almost always swith 2 players and almost always doesn't do any effect to balance the team.

A new suggestion for the server, (if this is possible). Disable to plant the bomb in the water. This does not happen very often, and the most of the player's knows that if you plant in the water, the round does not stop even if it's only CT's/T's left. But some player's don't know this so they plant in the water, the bomb explodes and the round does not stop. When that happens everyone needs to reconnect (and it's not that easy to get everyone reconnect since everyone does not read the chat). Or get every living player kill their self, and that's not easy either since you can't write to the living.. :P So I got 2 suggestions:

1. Disable to plant the bomb in the water (which I think will be VERY hard).

2. I think this will be hard too since I don't know if there are any plugins for this but: give the sever a new plugin so the round stops even if the bomb explodes in the water. Unfortunately I have not found any plugins for this my self but I will keep on searching. :-)

The round will end after the bomb has exploded in water. It just needs time.. Like 1-2 min, but after them the round automatically goes to ct's and a new round starts.. I think its to complicated to restrict the waterplanting, but the roundend after bombexplosion should be more possible.

Oh, ok. When I've played the round has not started after FIVE minutes but that was probably just a bug. The thing with roundend after explosion sounds good to me, if it's possible for doggie to fix. :)

I will look into finding a plug-in that will force the round to end after a bomb-explosion. I'll need one or two people to test it out though, let me know if you're interested!

eli: I'll take a look at that map and see if it's suitable. If it is, we can have a vote about it on the forums - but right now rats2k4 seems to be overly popular and I doubt anyone would willingly add rats3_v2 to the rotation :/ !

An anti-camp meter or something? Which blackens the screen if camping too much.
